An assigned Transfer can be completed when a player's birthplace is from one of the the 12 assigned IHF Regions and they have not yet been dressed in a "simulated game" for their nation.

To complete a transfer both the nation head and accepting player must post in this thread confirming the transfer.

Note that:
- Assigned players may be contacted to join a team only after they have been drafted to a SHL team.
- Nations may only have one assigned player transfer per season.
- Transfers are permanent and locked in for the remainder of the player's career.

How can Germany (or other medium sized federations) lose two players due to this system, I thought low TPE Inactives wouldn't be counted when coming up with eligible player totals? We have maybe have around 20 actives right now but fall into the 36-45 category for this just because of all the dead weight that hasn't been active for months or years? It's probably not gonna make much of a difference for us since most our important players are protected by now anyway, but I don't quite think this is what we came up with when discussing the rule. It gets even more absurd when looking at some of the smaller nations who can lose players through this as wall, I thought they were the ones supposed to benefit from the system?
