Yeah, it's why guys like Ferkland are ranked so highly. Guy really hasn't done much with his current player but he has a history here, has a huge bank, and if he came back, he could log on once a week to get training and the activity check and he's already going to be well worth the third round selection.

You can also take a chance on a semi-active and convince him to become fully active, so you do not have to technically be just "inactive" to become a steal or a risk worth taking after the first few rounds.
