The first 1X is just removing the TPE he got illegitimately, so the real penalty is 1.5X that same amount from the TPE he actually earned, which doesn't seem extreme to me given how long and deliberately the rules have been broken and the work of other users has been stolen.
We can't just take back his illegal TPE and then fine him in money, rich people would just cheat for as long as they can without being caught then pay the fine like in real life.

Explaining it like that makes a ton of more sense actually.
I think the issue here is he's already played multiple seasons (apparently 7) with the increased TPE in progressive amounts. Individual awards or not, leadership is essentially obligated to bring down the hammer as hard as possible in this situation in order to discourage people from ever manipulating PTs again regardless of the reason for the altered PTs.
