Yes, Some teams will stay the same, some will rise, some will fall, But i think these are the best predictions for this season.
Toronto  will have another good season. (surpassingly)
Edmonton will still fail.
Chicago will fall of more, only getting about 7 wins. 
Hamilton on the other hand, will have a breakout season with 30 wins.
New Orleans and Atlanta will make another far playoff run
New England will look good in the regular season, but wont quite be good in the playoffs, getting swept in the first round
San Francisco Will be bad in the start of the season, but they will turn around and win 20 in a row
Baltimore will start good, but fall of mid season
Montreal will still be getting made fun of by me for being bad...
Philadelphia, Los Angeles, And Texas will all be great teams and be impossible to beat.
Tampa Bay will look good in the regular season and playoffs, but get swept by one low seed
