TLDR: Clear up definitions in the rulebook for when offseason begins, and removes overlap on when you can buy 2 sets of training, claim TPE from previous seasons, etc,etc.

We saw what went wrong last season in terms of moving players, so this season we are trying to now move players, but have a post. Now the question is if this is something that sticks if we just want to move it to SHL Announcements instead.

From there, as this is the start of the new season

-Any TPE Claims you still have from S59 you cannot claim

- Any player on an expiring contract will officially become an Unrestricted Free Agent and can sign with any team

- Any player with 1 season remaining on their current contract can sign a contract extension starting today

- Personal Coaching for the previous season can no longer be purchased, Personal Coaching for the current season can now be purchased
                    -As this is the first season, if people did buy coaching for S61 within the last couple of days do not have to buy it again for this season.

- Expiring Head Office seats will officially open up, with the application thread for those seats set to be posted at some point before the start of the next Regular Season.
