Piling on top of this guy, it would also change juniors to actually have to work with a cap, currently the cap strapped juniors teams are the ones who draft a lot of players, the higher tpe teams with lots of send downs have it easier with just a 2m hit per player.

Now on the flip side, I do think teams are being forced to make a hard decision and this is the fallout of top teams choosing to sacrifice prospects for now.

Agreed on this. In the J, it is literally cheaper to have a stacked team full of send downs than it is to pay rookies unless they get lowballed. In S56 we were able to pay our one rookie $5 million in cap space and still have $3.5 million left over due to having 18 send downs, while the past couple seasons we've been slammed up against the cap.

I am going to respond to this snippet. The 2 people that I am aware of that seem to fit the description that Naosu meant in the OP are Turg and Rikki Petrov. Turg just was lower TPE than anyone else on the TBB roster so they decided to let him go and they found a home in FA. Petrov was let go to FA because EDM hat to eat the 12m cap fine. So I think so far there was no "natural" instance of middle of the pack and weaker teams having to part ways with actively updating senddowns. It was either a case of lower TPE than anyone else on roster once they were waiver claimable or being fucked by a Cap fine.

the other end of the TBB is that we didn't have room for turg specifically because we tore the team down and acquired 5,000 draft picks that we knew we wouldn't have room for. Like this isn't necessarily an instance of "bad team cant even hold their prospects". Far as I know, the scale to which we acquired picks is unprecedented and the fact that the cap holds us in check is an example of the cap doing exactly what it's supposed to do. Prospect relief for us would just be kicking the can down the road because we have a roster full of actives that are earning well and prospects are the least of our cap issues.

I believe there may come a time when we draft no one in a season. But this is not an issue with the cap, this is us turning the dial way too far in one direction and the cap stopping us from assembling the 2002 detroit red wings.

All that said, there should be a place in this league for lower-tier earners. Being low TPE shouldn't necessarily exclude you from a team, but there are certainly instances where you become less desirable. I also think there may be a time where we trade a top tier earning player for a middle player that fits our budget.
