So tactics and builds sorta work together, if you make every team use the same tactics you would be reenforcing the current meta builds or creating a new meta build. I think allowing changes to tactics is fine, but I like the idea of restricting it to global tactics only. I don't think teams are winning dozens more games because of line or player tactics, it is a small difference, but it does simplify things for GMs who aren't used to FHM or are new to the job, and if GMs wanted to submit manual lines/tactics it would be possible without line/player tactics.

if player tactics are indeed very fine grained tuning, why limit them? Just tell GMs to disregard them
