EDM/TBB Trade Update/Budget and Pick Tracking Changes/New Trade System

Good evening SHL community,

This one has a lot of info to unpack so I won't preamble too much, we'll jump right into a few of the things this post is going to be covering today.

EDM/TBB Trade (16/06/2020)

Due to this trade putting Tampa Bay another player over their limit of 2 retained contracts, and given how early it was caught, the SHL Head Office has voted to veto this trade and return all assets moved back to their original teams. Both teams are free to renegotiate this deal and figure out something to make it work cap-wise, but as it stands the trade is illegal on two fronts as it puts Edmonton over the salary cap if Tampa Bay were to remove the retained salary on Leitner's contract.

Budget Tracking/Pick Tracking Changes

There have been a few hiccups and issues regarding the tracking of team budgets and owned picks the last few seasons, and Head Office is working to streamline these processes and hopefully bring to them a bit more stability.

Pick Tracking - The pick tracker position is being removed and will be brought in as Head Office job. I'll elaborate why in just a second but we feel the point of contact General Managers have with HO members will allow us to be more responsive when tracking picks as soon as they're moved, as well as alleviate some of the verification work we have to do when it comes time to post draft threads.

Budget Director -  Following a conversation with @Serpe x 13, we'll be moving forward with a new SHL Budget Director to bring some stability to the job, as well as hopefully discuss ways to streamline the process in terms of ensuring budgets are legal, accurate, and enabling us to catch mistakes/problems when they happen so we can respond to them quicker.

Trade Changes

This is the big one for SHL GMs. As it currently stands, GMs trade process is as follows: Negotiate the terms with another GM, post in the GM Office once both have agreed to those terms, and post again publicly in the SHL General Transactions subforum. We've found this process is filled with redundant steps, messy timelines when mistakes are made, and only allows us to be reactive to trade errors as opposed to proactive. We want to opt for a system that will allow us to get out in front of mistakes before trades are public and approved, as opposed to situations like the EDM/TBB one mentioned above where we have to veto trades that have already happened. To reach a solution like this, SHL Head Office has opted to change the system for trading to the following process:

Code:
1. General Managers negotiate terms of a trade with one another.

2. Upon agreement to those terms, General Managers post the details of that trade in the General Managers Office.

3. Upon both GMs agreeing to the terms within the General Managers Office, the post is to remain private in that office, until a member of the SHL Head Office approves/denies that trade following a review of its assets, to make sure all picks moved are owned by their respective teams, contract retention cases are legal per the rulebook, contract clauses aren't broken, etc. General Managers are free to alter their trades and correct mistakes UP UNTIL an HO member reviews and approves/denies the trade.

4. The final step is contingent on the result of step 3:
  a. IF APPROVED - The HO Member who approved the deal will update the pick tracker, and reply to the GM Office thread approving the deal. Following this, the GMs involved will be allowed to publicly post the trade

  b. IF DENIED - The HO Member who denied the deal will reply to the GM Office thread denying the deal as well as listing to the reasons why the trade is illegal. If a trade is reviewed by HO and found to be illegal, that HO member may also speak to the GM(s) further if a punishment is necessary for the error.

We are aware that this will slow down the trading process a bit, but we're confident that with 6 active and involved Head Office members we'll be able to review and approve trades quickly, and we have all agreed that the headache saved from a slightly longer and more thorough approval process is well worth it and will hopefully allow us to clean up the potential for messes caught too late.

Will this apply to the J as well?

Seems like a fair system. There have been far too many mistakes/inconsistencies this year (including one by my own team that wasn’t caught until a few days after and another one that had to be edited before processing). It might be a slower process, but it’s worth it if it means fewer mistakes.

How will this work with trades happening during drafts when an involved team is about to be on the clock? Gonna require quick trade reviews from HO.

Yes, We are planning on having at least 2 HO on standby doing quick trade reviews / approvals in addition to the 2 running the draft.

Thank you HO for the transparency on all of this. Will be interested to see how the new system works out, but I think we have great potential for members to step up and help the community.
