By providing what I'm thinking I hope others can expand their explanations and where they're coming from. AFAIK no just this means that as of now HIC would be lynched. The executioner can make lynchings immediate when someone gets 3 votes if they want (I believe, I’ve never played with an exec before)

Votes are fluid until 8pm then whatever the votes are at that point are the final numbers. Whoever has the most of they meet the threshold is lynched
